“Flying by the Hip” with Tactical Pay

What does it mean to “fly by the hip”? Is that even a thing? I have no idea. In hindsight, I suspect it might have been a coffee-deprived, unintentional crossbreed of “flying by the seat of my pants” and “shooting from the hip” (neither of which I apparently do well). With the exception of that unfortunate phraseology fail, I hope everything else I said in this podcast was at least marginally intelligible.
